The Moroccan Institute for Policy Analysis (MIPA), in partnership with Heinrich Böll Stiftung (HBS), is pleased to announce the launch of the 10th edition of its Public Policy Paper Writing Training Program.

About the Training Program

This edition of the training program targets researchers, Master’s and PhD students, civil society actors and members, professionals in public administration, and individuals interested in issues related to accountability, transparency, democracy, anti-corruption, governance, and human rights. The program aims to strengthen participants’ capacities to influence public debates and contribute to evidence-based policymaking.

In light of the growing challenges surrounding good governance, accountability, transparency, the protection of rights and freedoms, democratic participation, anti-corruption efforts, and the effectiveness of public institutions, there is an increasing need for evidence-based and rigorous approaches to public policy analysis. Contemporary political, economic, and social transformations continue to generate challenges related to the quality of public services, social justice, citizen participation in decision-making processes, and strengthening trust between institutions and society. Additional challenges include advancing sustainable development, reducing social and territorial inequalities, ensuring respect for human rights, and reinforcing the principles of the rule of law.

Over the course of two intensive days, participants will engage in interactive sessions combining lectures, discussions, and group work to acquire practical skills in policy-oriented writing and strategic communication. The program is designed to help participants frame policy issues effectively and communicate them to decision-makers and wider audiences.

The training extends beyond the workshop itself through an academic mentoring process. Each participant will be paired with an expert mentor who will support them throughout the policy paper development process, from the initial draft to the final version. The best policy papers produced within the framework of the program will have the opportunity to be published on the platform of the Moroccan Institute for Policy Analysis (MIPA), ensuring that civil society voices and contributions reach national policymaking circles.

  • Training Language: Arabic
  • Costs: Free of charge; travel and accommodation will be covered by MIPA.
  • Available places: 15-20
  • Certificates of Participation will be delivered to the candidates who take part in all the training sessions.

 

Who can Apply

In line with the vision of the Moroccan Institute for Policy Analysis (MIPA) to support knowledge production related to public policies, this edition of the program is open to researchers, Master’s and PhD students, civil society actors and members, professionals in public administration, and individuals interested in issues related to accountability, transparency, democracy, anti-corruption, governance, and human rights.

Applicants must meet the following criteria:

  • Hold a Master’s or PhD degree, or be currently enrolled in one of these programs, or be professionals and practitioners working within civil society organizations, institutions, or initiatives related to the program’s areas of interest;
  • Demonstrate a proven interest in public policy issues, governance, accountability, transparency, human rights, democratic participation, or related topics;
  • Possess relevant academic, professional, or field experience connected to the themes and focus areas of the program;
  • Show readiness and commitment to actively participate in all stages of the program, including training activities, the accompanying academic mentoring process, and the preparation of a policy paper during the program period.
  • Applications for this training program are limited to Moroccan nationals only.
Application Process

Applications must be submitted as a single PDF file. Complete applications, including all required documents, must be received by the program administration no later than June 20th, 2026.

Applicants are required to prepare the following documents before submitting their applications:

  • A curriculum vitae (maximum two pages);
  • A motivation letter (up to 400 words);
  • A one-page policy paper proposal on a relevant topic.

Incomplete applications will not be reviewed. Please note that only shortlisted candidates will be contacted.

Selection Process and Timeline

Successful candidates will be selected and informed of the results no later than June 25, 2026.

Accepted participants will be required to:

  • Read the preparatory materials provided in advance;
  • Commit to attending all program activities without exception;
  • Complete all assigned training activities;
  • Demonstrate substantial progress in the preparation of their individual policy papers.
