Water Justice in Morocco:
Toward Equitable and Sustainable Territorial Governance
DIRAIA’s Participant Action Workshop
As part of the DIRAIA Project, the Moroccan Institute for Policy Analysis (MIPA) organized a participatory workshop in Marrakech on April 18, 2026, on the theme “Water Justice in Morocco: From Scarcity to Fair Governance.” The workshop provided an opportunity for civil society actors, researchers, and stakeholders working on water issues to exchange perspectives and deepen the discussion on water governance challenges in Morocco.
The workshop featured initial findings from the research conducted as part of the project, alongside field experiences highlighting the diversity of water-related challenges at the local level, particularly in terms of distribution, advocacy, and management. The interactive discussions also provided an opportunity to explore the challenges faced by different actors, particularly regarding mechanisms for participation and influencing public policy.
The workshop adopted a participatory approach through group work, where participants examined a range of issues related to advocacy strategies, relationships between different actors, and institutional and organizational constraints. This process contributed to developing a shared understanding of the challenges surrounding water justice and ways to advance it.
The workshop concluded with discussions around a set of recommendations aimed at improving water governance, strengthening coordination among different stakeholders, and enhancing the role of civil society.
The discussions and deliberations held during the workshop also contributed to enriching the policy brief “Water Justice in Morocco: Towards Equitable and Sustainable Territorial Governance,” authored by Mr. Yassir Bencaid. The brief draws on the outcomes of the workshop discussions alongside further analysis and research, and presents key findings and recommendations on ways to strengthen water justice and governance in Morocco.
