About MIPA

The Moroccan Institute for Policy Analysis (MIPA) is an independent, non-profit and non-partisan policy research institution based in Rabat. Founded in 2018 by a group of interdisciplinary researchers, MIPA’s mission is to produce systematic and in-depth analysis of relevant policy issues. Disseminating these ideas through targeted advocacy and public outreach, MIPA aims at spearheading innovative ideas for solving the most pressing issues related to democracy, good governance and the rule of law in Morocco.

MIPA’s main activity is to produce systematic, in-depth, multidisciplinary, and evidence based analysis of compelling policy issues. MIPA publishes its findings and analyses in the form of policy briefs, research articles and thematic reports.

MIPA’s second main activity is to organize workshops, seminars and roundtables. It hosts periodic Policy Dialogues that brings together researchers, policy makers, and government officials to discuss, debate, and reflect on a specific policy theme.

MIPA’s third main activity is to train young researchers and activists in the policy analysis domain. The trainings are geared toward preparing a new generation of researchers and professionals to advance their careers and develop their skills, allowing them to produce effective, in-depth analyses.

Fellowship Overview

MIPA invites applications for its Non-Resident Fellowship Program, aimed at supporting scholars, researchers, and practitioners who wish to contribute to policy-relevant research on Morocco. Fellows will engage in independent research aligned with MIPA’s thematic areas and contribute to the institute’s publications and events.​

Eligibility Criteria

Applicants should meet the following requirements:

  • Ph.D candidates, hold a Ph.D, postdoctoral researchers, and early-career scholars in political science, international relations, public policy, economics, human rights, migration, environment studies, or related fields.
  • Demonstrated experience in policy research, analysis, or advocacy.
  • Strong writing and analytical skills, with a record of publications or policy papers.
  • Proficiency in English and Arabic.
  • Ability to work independently and meet deadlines in a remote setting.​

Fellowship Commitments

Selected fellows are expected to:

  • Produce at least one policy brief or policy paper during the fellowship year.
  • Participate in virtual seminars, workshops, or conferences organized by MIPA.
  • Contribute to MIPA’s blog or media outreach activities.
  • Engage with MIPA’s research team and provide peer feedback.​

  2. Research Proposal: A 1,000-word outline of the proposed research project, its relevance to MIPA’s work, and intended outputs.
  3. Writing Sample: A recent publication or unpublished paper demonstrating analytical skills.
  4. Cover Letter: Explaining motivation for applying and how the fellowship aligns with career goals.​

Selection Process

Applications will be reviewed by a selection committee comprising MIPA’s senior researchers and external experts. Shortlisted candidates may be invited for an interview. Final decisions will be communicated by mid-August 2025.
