Energy policy and transition in Morocco – Report

 

This report aims to provide comprehensive insight into the evolution of Morocco’s energy policy and to identify the key factors influencing and driving it. It explores the economic, environmental, social, and geopolitical challenges facing the country’s energy transition, along with the regulatory, technical, and industrial constraints that shape Morocco’s energy landscape. Additionally, the report highlights the country’s renewed commitment under the United Nations Framework Convention on Climate Change, reflecting its determination to address climate change through ambitious 2030 targets, while also examining future opportunities that could support and enhance Morocco’s energy transition.
This report has been conducted within the Just Transition Green Bridge project, a three-year action (2023-2025) implemented by a regional consortium led by the Arab Reform Initiative – مبادرة الإصلاح العربي in collaboration with حلول للسياسات البديلة- Alternative Policy Solutions-American University in Cairo, and the Moroccan Institute for Policy Analysis. The initiative is funded by the European Union in the framework of the Civil Society Facility for the Mediterranean, and the Swedish International Development Cooperation Agency.
