Description
This edition of the training program is dedicated to members of civil society organizations from diverse fields who wish to strengthen their capacity to influence public debates and policymaking. Civil society actors are often at the forefront of advocacy and community engagement, yet their voices are not always translated into structured policy proposals that reach decision-makers. Policy papers offer a powerful tool to bridge this gap, transforming field experience and advocacy priorities into concrete recommendations for policy change.
Over the course of two intensive days, participants will engage in interactive sessions combining lectures, discussions, group exercises, and peer review. The training will provide them with hands-on skills in policy-relevant writing and strategic communication, enabling them to frame their causes and messages in ways that resonate with policymakers and the wider public.
Beyond the training, participants will be accompanied through a mentorship program. Each participant will be paired with an experienced mentor who will guide the development of their policy paper from draft to final version. The most accomplished policy papers may be published on the Moroccan Institute for Policy Analysis (MIPA) platform, providing a unique opportunity for civil society perspectives to inform national policy debates.

Costs: Free of charge; travel and accommodation will be covered by MIPA.

Certificates of Participation will be delivered to the candidates who take part in all the training sessions.
In line with MIPA’s mission to foster inclusive policy dialogue, this edition of the training is dedicated to members of civil society organizations (CSOs).
Regardless of their field of expertise, applicants must:
- Be active members of a civil society organization in Morocco,
- Have at least five years of experience in civil society work and/or activism,
- Be currently pursuing or holding a Master’s or PhD degree.
This focus on CSO members stems from MIPA’s recognition of the crucial role civil society plays in shaping policy debates, promoting accountability, and addressing pressing social challenges. By building the capacity of CSO leaders and activists, the program aims to amplify their voices and ensure their perspectives are better reflected in national policy discussions.
How to Apply
Applications must be submitted as a single PDF to research@mipa.institute by October 15, 2025.
Make sure to prepare the following documents before starting your application:
- A curriculum vitae of no more than two pages;
- A letter of motivation up to 400 words;
- A one-page policy paper proposal on a relevant topic;
Applications that are not complete will not be considered. Please note that only selected candidates will be contacted.
Please note: Applications submitted via social media (e.g., Facebook) will not be considered.
Selection and Schedule
- Shortlisted candidates will be notified by October 20, 2025.
- Selected participants must commit to reading pre-assigned materials, attending all sessions, and completing a draft policy paper during the program.
